Constable Philip Cash will speak on the Law Enforcement response to the mental health crisis.
Constable Philip Cash graduated from the Harris County Sheriff’s Academy and became a licensed Texas Peace Officer in 1988. In 1989 Cash began his full time law enforcement career as a Montgomery County Deputy Sheriff. Cash worked in the Detention bureau and Patrol division. In 1992, was promoted to the rank of detective and was assigned to the Sheriff’s Narcotics Division. Cash was assigned to the Department of Public Safety Narcotics Task Force, and also became one of the original members of the HIDTA-Methamphetamine Initiative Group who investigated and dismantled clandestine laboratory sites. In 2005 Cash promoted to Lieutenant over the Special Investigations unit. In 2017 Cash was Elected as Constable Precinct 1.
Constable Philip Cash has accumulated over 3900 hours of certified law enforcement training, including but not limited to certification as a Drug Recognition Expert by the US Department of Transportation, certification from the US Drug Enforcement Administration (DEA) as a Clandestine Laboratory Investigator, and a Site Safety and Tactical Officer. He also attended the DEA International Drug Unit Commander’s Academy, and is a graduate of the FBI National Academy, Class 247. Cash is a graduate of both the Texas Constable Leadership College Class 13 and the Texas association of counties Leadership 254 program. In 2023 Constable Cash was recognized by the Texas Justice of the Peace / Constable association as the State of Texas Constable of the year.
